Dear Colleagues,

The North Carolina State Bar officers, councilors, and staff are deeply saddened by the devastation caused by Hurricane/Tropical Storm Helene (Helene). Our hearts go out to all who have been affected by the storm's impact—whether it be the loss of loved ones, homes, or livelihoods. We also commend the ongoing efforts of first responders, relief workers, and volunteers who are offering aid and comfort during this challenging time. We are incredibly grateful for your service.

During this difficult time, the State Bar stands in solidarity with all North Carolinians who have endured hardship. Our legal community always comes together in times of crisis, and we remain committed to aiding those in need. We are maintaining a list of resources for those seeking assistance, and those willing to help: Statewide Disaster Relief Legal Resources.

On October 1, 2024, the North Carolina Supreme Court approved the State Bar’s emergency petition for a temporary rule allowing lawyers not licensed in North Carolina to immediately begin providing pro bono legal services to indigent victims of Helene under the supervision of a legal services organization. The petition, order, and application form are available on the State Bar’s website.

The North Carolina Bar Association Young Lawyers Division, FEMA, the American Bar Association, and Legal Aid of North Carolina are collaborating to provide immediate pro bono legal assistance to Helene survivors through the NC Disaster Legal Services Program (DLS). Please consider sharing your time, expertise, and charitable support for the disaster recovery effort.

Legal services organizations in North Carolina need your help. Pisgah Legal Services will be on the ground in western North Carolina to provide critical, free legal support to those most affected. Donations will directly fund essential services for displaced and struggling community members, helping them navigate this crisis with dignity and hope. You can make a gift to Pisgah online here. Legal Aid of North Carolina will use available funds to support disaster response mobile legal clinics, dedicated disaster hotline intake staff, and the pro bono program working with volunteer lawyers. You can donate to Legal Aid here.

The State Bar’s Office of Counsel has suspended sending “Letters of Notice” for grievance and fee dispute investigations to lawyers in the storm-affected counties until further notice. Additional State Bar resources—including ethics and mental health resources for lawyers impacted by the storm—will be shared soon.

With deepest sympathy and support,

A. Todd Brown, President
North Carolina State Bar
