Funds for the program carried out by the board shall come from:

(1) assessments of members of the State Bar as ordered by the Supreme Court,

(2) voluntary contributions,

(3) general trust accounts when a court determines that the owners of the funds in the account cannot be identified and orders that the contents be delivered to the Fund, and

(4) as may otherwise be received by the Fund.
