The Legal Assistance for Military Personnel (LAMP) Committee supports attorneys working on legal issues affecting military personnel and their families in North Carolina.

A significant number of military personnel are stationed throughout North Carolina, creating a consistent need for legal assistance involving both North Carolina law and military-specific issues. As a result, two overlapping needs often arise: North Carolina attorneys may encounter legal issues unique to military clients, and military legal assistance attorneys—often licensed in other jurisdictions—may need guidance on North Carolina law.

The LAMP Committee of the North Carolina State Bar exists to support both of these groups by providing practical resources, legal guidance, and access to experienced practitioners. The goal is to ensure that attorneys working in this space have the tools necessary to effectively advise and assist military clients.

What We Do

LAMP focuses on providing practical, practice-oriented support to attorneys handling matters involving military personnel in North Carolina. The Committee works to:

  • improve access to North Carolina law and procedure relevant to military-related legal issues;

  • provide guidance on legal issues that commonly arise in military contexts; and

  • connect attorneys with experienced North Carolina practitioners who can offer insight on state-specific issues.

Through these efforts, LAMP helps bridge the gap between military legal assistance practice and North Carolina law, allowing attorneys to provide informed, efficient, and effective representation. 

Resources for Attorneys

LAMP provides a range of resources designed to assist attorneys handling legal issues affecting military personnel and their families in North Carolina.

Since 1983, the committee has developed and maintained a series of preventative law materials, including “TAKE-1” handouts and “The Legal Eagle.” These materials are intended to serve both as client-facing tools and as practical reference resources for attorneys. They are designed to:

  • help identify and prevent legal issues before they arise;

  • provide clients (and attorneys) with foundational information prior to consultation; and

  • offer attorneys accessible guidance on applicable North Carolina law and procedure in commonly encountered areas.

In addition to these materials, LAMP provides attorney-to-attorney resources, including “Co-Counsel Bulletins” and “Silent Partner” publications, which address recurring legal issues affecting military clients and provide practical, issue-specific guidance.

LAMP also supports attorneys through continuing legal education, including an annual CLE program focused on North Carolina law as it applies to military legal assistance practice.  More broadly, the committee works to identify emerging legal issues affecting military personnel in North Carolina and to develop resources and initiatives to assist attorneys in addressing those issues.

The committee also keeps the Bar informed of those developments and recommends projects to address broader or systemic legal challenges, including those arising from large-scale developments at military installations within the state.
