What is a public record?

In North Carolina, a public record is any document, recording, email, or other material made or received in connection with public business by a government agency.

Are there some records that are confidential?

Yes. Under N.C.G.S. § 84-32.1(a) and 27 N.C. Admin. Code 1B .0133(a), certain records are confidential and are not considered public records, including records relating to grievances, investigations, and grievance committee proceedings of the State Bar. These records will not be disclosed.

How far back are public records available, and what time frame should I request?

Searching for “all available records” on a topic requires significant staff time and may produce many records that are not relevant to your request. To help us process requests efficiently and provide the most useful results, we ask that requests include a specific date range whenever possible.

If no date range is provided, we will generally apply a default date range of one year prior to the date the request is submitted. If the records provided do not include the information you are seeking, we are happy to work with you on a supplemental request.
